How to End the Forever War?—A Speech by Professor Harold Hongju Koh

Sterling Professor of International Law Harold Hongju Koh delivered a speech titled "How to End the Forever War," on May 7, 2013 at Oxford Univeristy. The speech discussed the global war on terror and national security policies under the Obama administration. It was Koh's first public speech about the Obama administration's use of drones for the targeted killing of terrorism suspects.

Koh first began teaching at Yale Law School in 1985 and served as Dean from 2004 until 2009, when he took leave as the Martin R. Flug ’55 Professor of International Law to join the State Department. He served as the State Department's top legal adviser until 2013, when he returned and was appointed as Sterling Professor International Law. Koh is one of the country's leading experts in public and private international law, foreign affairs, national security, and human rights. Click here for the full text of his remarks.
