Second Letter to Congress on NSA Spying

Fourteen constitutional law scholars and former government officials, among them Yale Law School Dean Harold Hongju Koh, who signed a letter to Congress expressing concern over the Bush Administration's National Security Agency domestic spy program (read the original letter), have sent a follow-up letter addressing further arguments put forth by the Department of Justice.
