Skewed Outcomes: Questioning Majority-Minority Voter Redistricting in Bartlett v. Strickland
Bartlett, a case argued before the Supreme Court in October, 2008, focused on whether a minority group comprising less than 50% of a district can bring a vote dilution claim under the Voting Rights Act. The Manhattan Institute's Dr. Abigail Thernstrom and Yale Law School's Professor Heather Gerken discussed their differing views on the continuing importance of the VRA and made suggestions about the future application of the statute.
